Summit’s mission was to work with Congress and the Administration (United States Department of Transportation (DOT)/Federal Railroad Administration (FRA)/Pipeline and Hazardous Material Safety Administration (PHMSA)) to secure federal legislation and regulations to ensure the safe transportation of flammable liquids by rail.

Securing Highway Funding

Summit Strategies created a legislative strategy for moving forward on the nearly $500 million project. Working alongside the Washington State Department of Transportation (WSDOT) and the Port of Walla Walla, we advised the Coalition to break the project into more manageable sizes for the purposes of funding and sustaining political momentum. We recommended the Coalition seek federal funding for environmental, engineering, planning and some right-of-way acquisition, and seek State funding for construction of the first five project phases.

Summit additionally worked to build Congressional support for this project, by securing support from members of the Washington delegation and by coordinating an annual US Highway 12 Coalition fly-in to Washington, DC.

Rails To Trails Conservancy – Innovative Transportation Financing

Working on behalf of the Rails to Trails Conservancy (RTC), Summit Strategies and O’Keeffe Strategies teamed together to successfully advocate for changes to our Nation’s primary federal loan program providing innovative financing for transportation projects.

Aviation Solutions: Small Communities Air Service Development

Oregon SunGrowers’ Guild

Summit’s efforts resulted in the derailment of the legislation that would have consolidated all growers under the OLCC and gutted the OMMP. Then, working with a small subcommittee of legislators and key stakeholders, we were able to ensure passage of HB 2198, which creates the Oregon Cannabis Commission. The Commission will determine the future governance structure for modernizing the medical program, ensure patient access to affordable medicine, and support research.

Clackamas County – Sunrise Corridor

The partners at Summit Strategies worked with the County to design and implement a plan to structure and fund the project, including breaking the project up into phases. We worked closely with the County to brief the Oregon Congressional delegation regularly, giving them a near constant stream of information on the project, the importance of it to the economic health of the County, and the development of its industrial lands and critical private sector partners. We worked to put together a coalition of other local governments, organizations and private businesses to lobby Congress and the state on the project. And we worked with the Oregon Department of Transportation to ensure that the project featured in their plans going forward.
